Open the default internet browser or mailer with the specified url/email address. If the url begins with 'file://', a confirmation message box will be displayed.

Error :

EOK if no error.
EARGNIL if the _url_ is nil.
ESTRING if the _url_ is too long.
ETHREAD if a system error occurs when the thread is created. More informations could be found in the log file if it is activated with the debug mode level : "StartHTTP error : _number_error_"
